Bio

Matthew S. Shapanka

Matthew S. Shapanka is Of Counsel at Covington & Burling LLP. He advises clients on technology policy and regulation, U.S. political law compliance and enforcement, and congressional investigations and crisis management, bringing a rigorous analytical approach to complex legal and regulatory challenges.

Previously, he served as Chief Counsel to the United States Senate Committee on Rules and Administration, where he negotiated the landmark bipartisan Electoral Count Reform Act, legislation that updated presidential election certification procedures for the first time in nearly 140 years. He also oversaw the Committee’s bipartisan January 6th investigation, which led to unanimous passage of new Capitol security legislation.

Matthew holds a J.D. from Harvard Law School and a B.A., magna cum laude in Political Science from Tufts University. He is admitted to practice law in California, the District of Columbia, and Massachusetts, and before the United States Supreme Court, the U.S. District Courts for the District of Massachusetts and the Northern District of California, and the United States Courts of Appeals for the First and Tenth Circuits.

Outside of practice, Matthew writes and speaks on topics including, U.S. democracy, election and political law, congressional procedure, and technology policy issues, including artificial intelligence intellectual property law. His work has appeared in Law360, The Federal Lawyer, and Technology & Innovation, and he has presented at conferences and institutions across the country.
